KUALA LUMPUR: Pelanggan syarikat penerbangan yang berdepan kelewatan berhak menuntut pampasan tertakluk kepada beberapa faktor bagi meneruskan perjalanan.
Menteri Perdagangan Dalam Negeri dan Hal Ehwal Pengguna, Datuk Seri Alexander Nanta Linggi, berkata berdasarkan maklumat diperoleh daripada Suruhanjaya Penerbangan Malaysia (MAVCOM), pampasan itu bergantung kepada punca penundaan atau pembatalan yang berlaku.
Katanya, ia merangkumi makanan, panggilan telefon dan akses internet bagi penangguhan selama dua jam atau lebih, penginapan hotel dan pengangkutan untuk penangguhan selama lima jam atau lebih, pembayaran balik secara penuh atau penerbangan alternatif sekiranya penerbangan dibatalkan.
"Bagaimanapun, satu-satunya pengecualian pampasan patut diberikan apabila berlaku keadaan luar biasa yang mendatangkan risiko keselamatan atau cuaca ekstrim yang mana syarikat penerbangan tidak dapat menjangkakannya.
"Justeru, sekiranya pengguna perkhidmatan penerbangan berpendapat tidak mendapat pampasan sewajarnya, boleh kemukakan aduan rasmi kepada syarikat penerbangan sebelum menghubungi MAVCOM," katanya dalam satu ciapan di Twitternya.
Baru-baru ini, viral di media sosial mengenai rungutan pengguna perkhidmatan sebuah syarikat penerbangan tambang rendah yang berdepan masalah kelewatan hingga mengundang masalah kepada mereka.
Alexander berkata, beliau mengambil maklum mengenai rungutan, aduan dan keluhan disuarakan oleh pengguna berhubung kelewatan penerbangan syarikat itu membabitkan pelbagai destinasi dalam negara.

Cooking oil up RM10, trade group fears more increases

PETALING JAYA: The price of some brands of cooking oil has gone up by as much as RM10 for a 5kg bottle, says a retailers’ association.
Further increases might be in store, according to the head of the Federation of Sundry Goods Merchants Associations of Malaysia.
Its president, Hong Chee Meng, said that a 5kg bottle of “Red Eagle” and “Knife” brand blended cooking oil currently retails at RM45, compared to the price before the Covid-19 pandemic of between RM30 and RM35, China Press reported.
However, an FMT check on online prices showed “Red Eagle” being sold for between RM38 and RM40.
Hong was quoted as saying that the price of “Buruh”, “Seri Murni” and “Saji” brands, which are produced with 100% palm oil, remain below RM30, because of government subsidies.
Among the causes of the increase were the new minimum wage policy, the depreciation of the ringgit, the Russia-Ukraine war, the lack of foreign workers in palm oil estates, and the increase of sea freight costs, he said.
Hong said it was impossible to predict if the price would continue to surge, but hinted at such a possibility.
“Even if the country allows for foreigners to work in oil palm estates, there are still three other factors that could affect the price of the commodity,” he was quoted as saying.
The recent implementation of the new minimum wage could see retailers up their prices to reap a 10% profit, he said.

THE upcoming Hari Raya celebration will witness a new beginning in the move towards the endemic phase, with all restrictions on business operating hours removed and prayer activities allowed without physical distancing, among others.
However, the number of applications received by the Employees Provident Fund’s (EPF) special withdrawal facility throughout this month indicated that the rakyat require more money to settle their outstanding debts and current expenses.
As of April 15, EPF has received 5.3 million applications in total amounting to RM40.1 billion within two weeks since the application opened on April 1.
Out of 11.95 million eligible EPF contributors, 44% decided to withdraw up to RM10,000 per person from their savings this time around.
Under the previous three rounds of the EPF withdrawals during the Covid-19 pandemic in 2020 – i-Lestari, i-Sinar and i-Citra – some 7.34 million EPF members had withdrawn RM101.1 billion.
Nonetheless, this does not prevent more EPF contributors from withdrawing their savings for immediate financial relief.
In October 2021, EPF warned that a total of 6.1 million members now have less than RM10,000 savings in their retirement funds.
Even more severe is that 3.6 million contributors have less than RM1,000 in their accounts.
Out of the 3.6 million contributors, two million bumiputra members have less than RM1,000 in their savings.
'Buy now, pay later' risks debt increase

LETTERS: The enactment of the Consumer Credit Act by Bank Negara Malaysia (BNM) this year aims to strengthen the regulatory arrangements for all consumer credit activities including "Buy Now, Pay Later" (BNPL) scheme providers.
The concept of BNPL is similar to the traditional method of shopping whereby consumers could only own the item after relevant instalments or full payment has been made.
BNPL is a type of short-term financing that essentially allows consumers to purchase with 0 per cent interest via monthly instalments.
Some platforms offer deferral of payment until the end of the month or allow payment in the following month.
Some BNPL players charge interest or a penalty fee if the consumer makes a late payment.
Consumers are required to have a good credit score in order to apply for a credit card.
Hence, one of the reasons consumers consider BNPL is because a good credit score is needless. Therefore, consumers can apply for the BNPL scheme even if their credit score is below average.
Besides, consumers' monthly budget would not be affected as large payments can be made regularly. For example, RM3,000 is needed to purchase a new mobile phone after it breaks down.
Consumers do not have to use their emergency savings and may enjoy a monthly instalment of RM1,000 per month.

BNM to notify 5 successful digital bank licence applicants soon

THE central bank is expected to announce successful applications for the country’s first digital banking licences. During the six-month application period, which ended on June 30, 2021, Bank Negara Malaysia (BNM) received 29 applications.
Banks, industry conglomerates, technology enterprises, e-commerce operators, fintech players, cooperatives and state governments were among those who applied. Five digital banks will be granted licences to provide financial services to under-served and unserved populations.
Numerous applicants already provide financial services via mobile wallets and payment systems.
Successful applicants will be required to contribute to increased financial inclusion by offering goods and services that solve market gaps in underserved and unserved segments.
By utilising the innovative application of technology, the programme strives to promote relevant and affordable financial solutions.
Axiata Group Bhd and RHB Banking Group Bhd had entered into a memorandum of understanding to apply for a digital banking licence under the framework issued by BNM.
Axiata, via its subsidiary Boost Holdings Sdn Bhd, and RHB signed a comprehensive heads of agreement yesterday to form a consortium for the application to increase competitiveness and accelerate the country’s digital transformation and financial inclusion ambition.
In a joint statement filed to Bursa Malaysia yesterday, the parties stated Boost will hold a majority stake of 60%, while RHB will hold the remaining 40% in the digital bank, subject to approval from the central bank.

90% of AirAsia passenger refunds settled, says Tony Fernandes

KUALA LUMPUR: AirAsia has settled over 90% of passenger refunds thus far, Capital A Bhd (formerly known as AirAsia Group Bhd) chief executive officer Tony Fernandes said.
This, he said, was despite the financial difficulty faced by the airline industry, which was badly battered by the Covid-19 pandemic.
“AirAsia has handled over 90% of refunds and it was not an issue as we have been transparent,” he told reporters at the virtual launch of Airasia Super App’s new Super+ plan today.
Fernandes said this was considered remarkable because it was achieved without any financial support involving huge amounts from the government, compared to other airlines, as AirAsia had been flying about 90 million people during the pre-Covid-19 times.
He also did not expect to face a big hurdle in settling more refunds in a few months’ time.
Fernandes said the airline was seeing a strong comeback and had performed beyond expectations in most domestic markets.
“More refunds will be coming as the flights resume — probably within a couple of months in Malaysia and within six months in the Philippines.”
He said AirAsia X’s guests would also be getting vouchers when the airline starts flying.
On the Super+ plan, Fernandes said it is the first pass that combined flights and food delivery for a year in a single package.

Kerajaan perlu sedia garis panduan penggunaan air bawah tanah

SHAH ALAM - Kerajaan melalui Kementerian Alam Sekitar dan Air perlu menyediakan garis panduan berhubung penggunaan sumber air bawah tanah yang kini menjadi pilihan pengguna ketika ini.
Presiden Forum Air Malaysia, Saral James Maniam berkata, garis panduan itu termasuk pembinaan telaga tiub untuk aktiviti pengekstrakan air mengikut kualiti.
“Penggunaan telaga tiub atau dipanggil telaga boring amat meluas dan menjadi pilihan terutama di Kelantan bagi mendapatkan sumber air bawah tanah.
“Pengguna yang tidak mendapat bekalan air dari Air Kelantan Sdn. Bhd. (AKSB) dan termasuk individu yang ingin mendapatkan bekalan air tambahan, mereka menggunakan kaedah boring,” katanya dalam satu kenyataan pada Selasa.
Mengulas lanjut, Saral berkata, kebaikan air bawah tanah memang tidak dapat dinafikan kerana ia tidak mudah terdedah berbanding air yang wujud di permukaan.
“Sumber air bawah tanah yang kaya dengan mineral boleh terus digunakan sebagai air minuman, tetapi perlu terlebih dahulu diuji kesesuaiannya sebelum digunakan orang ramai,” katanya.
Tambahnya, air bawah tanah juga dapat menolong mengekalkan ekosistem, mengekalkan aliran sungai dan boleh dijadikan sebagai sumber air alternatif.
“Satu kajian atau penyelidikan perlu dilakukan dengan mengambil kira pandangan ahli hidrogeologi untuk membantu negara dalam meneroka penggunaan air bawah tanah sebagai sumber air alternatif untuk pelbagai kegunaan termasuk ketika musim kemarau secara selamat,” katanya.

Explore groundwater as alternative water source during dry season, urges Forum Air Malaysia

KUALA LUMPUR: The government should seek the expertise of hydrogeologists in exploring the use of groundwater as an alternative water source during the dry season.
Forum Air Malaysia president Saral James Maniam also called on the Environment and Water Ministry, and other related agencies, to guide the public in constructing tube wells (or boring wells) for groundwater extraction.
The use of tube wells, she said, is gaining traction among people in Kelantan, particularly for those who do not receive their water supply from Air Kelantan Sdn Bhd, while some residents utilise groundwater as an additional water source.
"Water pollutions are not new here and most consumers are getting bored and tired of frequent unscheduled disruptions.
"In the field of geology, the use of groundwater resources is among the solutions to the problem of pollution of surface water resources.
"Although surface water is depleted during droughts, groundwater resources can still be exploited by using a well system that is either dug or drilled to the aquifer layer.
"The advantages and benefits of groundwater are undeniable. It is also a source of water that is not susceptible to pollution, unlike surface water.
"Mineral-rich groundwater sources can continue to be used as drinking water, but must first be tested for suitability before being used by the public," she said in a statement today.
Saral made the proposal, in conjunction with World Water Day today, with "Groundwater: making the invisible visible" being this year's theme.
